### Constitutional Court of Romania

> On 6 December 2024, Romania's Constitutional Court annulled the entire 2024 presidential electoral process because coordinated manipulation on social-media platforms, the use of undisclosed campaign financing, and other violations involving a candidate distorted voters' free and equal choice and compromised the legality and fairness of the election.

**Romania's 2024 Presidential Election Annulment**

Romania's Constitutional Court annulled the first round of the presidential election (held on November 24, 2024) due to concerns about **foreign interference, primarily linked to Russia**, that allegedly influenced the surprising result.

**Key Details:**

**The Surprise Result:** - Far-right, NATO-skeptic candidate **Călin Georgescu** unexpectedly won the first round with about 23% of the vote, despite having minimal traditional campaign funding or polling support beforehand.

**Reasons for Annulment:** 1. **Alleged Russian interference** - Declassified intelligence documents suggested a coordinated influence campaign to boost Georgescu's candidacy 2. **TikTok manipulation** - Evidence pointed to a sophisticated social media operation, particularly on TikTok, that artificially amplified Georgescu's visibility through what appeared to be coordinated/paid promotion disguised as organic content 3. **Campaign finance irregularities** - Concerns about undeclared funding sources and violations of electoral spending rules 4. **Cyberattacks** - Reports of cyberattacks targeting electoral infrastructure during the voting period

**The Court's Decision:** On December 6, 2024, the Constitutional Court annulled the entire first round just two days before the scheduled runoff, citing the integrity of the electoral process had been compromised.

**Aftermath:** This was an unprecedented move in Romania's post-communist history and sparked significant political controversy, with Georgescu's supporters and some critics arguing it undermined democratic processes, while others defended it as necessary to protect electoral integrity against foreign manipulation.

The situation led to the election being rescheduled, with new elections held in 2025.

**Annulment of the first round of the 2024 Romanian presidential election**

On December 6, 2024, the Constitutional Court of Romania (CCR) annulled the entire presidential election, including the first round held on November 24, 2024. The main reasons invoked were:

**Main reasons**

**1. Foreign interference and disinformation** - Declassified documents from the Romanian intelligence services (SRI) indicated an alleged coordinated influence campaign, attributed to Russia - It was argued that there was an artificial promotion on social media (especially TikTok) of candidate Călin Georgescu, through coordinated accounts and manipulated algorithms

**2. Campaign financing irregularities** - Suspicions regarding non-compliant or non-transparent financing of Georgescu's electoral campaign - Non-compliance with the legislation on the declaration of electoral expenses

**3. Undermining the fairness of the electoral process** - The CCR considered that these factors affected the free and fair character of the vote, a fundamental constitutional principle

**Context**

Călin Georgescu, a candidate considered marginal before the election, surprised by obtaining the highest number of votes in the first round, surpassing established candidates. This unexpected result, combined with the information from the secret services, led to the contesting of the results.

**Consequences**

- The elections were completely restarted

- The decision generated widespread controversy, both in Romania and internationally

- Some criticized the decision as a dangerous precedent for democracy, while others supported it as necessary to protect electoral integrity

If you want, I can detail a specific aspect of this situation further.

**Motivele principale**

**Cancellation of the 2024 Romanian Presidential Election**

The first round of the Romanian presidential election took place on November 24, 2024, and was unexpectedly won by a previously little-known politician, **Călin Georgescu**, a candidate with pro-Russian and far-right views.

**Reasons for Cancellation**

On December 6, 2024, the Constitutional Court of Romania annulled the voting results for several reasons:

**Foreign interference** — declassified intelligence documents pointed to a large-scale coordinated campaign in support of Georgescu on social media (especially TikTok), which was linked to Russia.

**Illegal campaign financing** — signs of violations in the financing of the election campaign were discovered, which were not properly declared.

**Manipulation of social media algorithms** — the use of bots and coordinated accounts for the artificial promotion of the candidate's content.

**National security threat** — the authorities regarded the situation as a threat to the democratic process and the country's sovereignty.

**Consequences**

- The decision provoked sharp debates in Romanian society — a portion of the population perceived it as a violation of democratic principles and a deprivation of the right to vote.

- Georgescu and his supporters declared the decision to be politically motivated.

- The elections were scheduled for a new date in 2025.

This became one of the most high-profile cases of election cancellation in modern European history, sparking a wide discussion about the balance between protecting democracy from interference and observing democratic procedures.

**English translation**

On December 6, 2024, the Constitutional Court of Romania (CCR) took the unprecedented step of **annulling the entire first round of the 2024 presidential election** (held on November 24).

The court ruled that the electoral process was fundamentally compromised by illegal campaign financing, coordinated social media manipulation, and foreign state-backed interference (specifically attributed to Russia) that favored the surprise frontrunner, **Călin Georgescu**, an ultranationalist and pro-Russian independent candidate.

The main reasons for the annulment include:

**1. Declassified Intelligence on Foreign (Russian) Interference** Following Georgescu’s unexpected victory in the first round, Romania’s Supreme Council of National Defense (CSAT)—led by outgoing President Klaus Iohannis—declassified intelligence documents from the Romanian Intelligence Service (SRI) and Foreign Intelligence Service (SIE). * The reports concluded that Romania was the target of **"aggressive hybrid Russian attacks."** * The intelligence showed that foreign state actors worked to artificially amplify Georgescu’s profile to destabilize Romania’s pro-Western, NATO, and EU alignment.

**2. Massive, Coordinated TikTok Manipulation** Georgescu, who had barely registered in mainstream polls (polling at around 5% before the vote), won the first round largely due to a massive, sudden surge on TikTok. * Intelligence and cybersecurity agencies revealed that this was not organic. Instead, it was driven by an **orchestrated network of tens of thousands of bot accounts**, coordinated influencers, and algorithm-manipulation techniques. * Many of these accounts were activated simultaneously just days before the election to flood the platform with Georgescu's content while evading TikTok's political advertising filters. * TikTok was criticized for failing to flag these operations as political advertising or enforce its own transparency rules.

**3. Serious Campaign Finance Violations** Under Romanian election law, all candidates must register their campaign finances, declare donors, and submit spending reports to ensure fairness and transparency. * Georgescu officially declared **zero campaign expenses** to the Permanent Electoral Authority (AEP). * Declassified intelligence revealed that millions of euros had actually been funneled into his campaign through **undeclared channels, intermediaries, and cryptocurrency accounts**, heavily financing the digital operation. * The Constitutional Court ruled that presenting a massive, expensive digital campaign as having "zero cost" was a direct violation of election transparency laws and gave him an unfair, illegal advantage over other candidates.

**4. Violation of Democratic Principles** The CCR concluded that the scale of the manipulation and illicit funding meant the election **no longer reflected the genuine, unmanipulated will of the Romanian people**. The court cited violations of constitutional principles, including: * The right to a fair and transparent vote. * Equal opportunity for all candidates. * Protection of national security and democratic institutions against foreign hybrid threats.

**What Happened Next?** Because of the annulment, the scheduled December 8 runoff between Călin Georgescu and pro-European candidate Elena Lasconi was canceled. The court ordered the **entire presidential election process to be restarted from scratch** at a later date, and President Klaus Iohannis remained in office on an interim basis until a new president could be constitutionally elected.

The Constitutional Court of Romania (CCR) decided on **December 6, 2024**, unanimously, to **annul the entire electoral process** for the election of the President of Romania (the first round had taken place on November 24, 2024).

This historic and unprecedented decision was made following the declassification of documents from the meeting of the Supreme Council of National Defense (CSAT) and referrals received from security institutions (SRI, SIE, the Ministry of Internal Affairs, STS).

The main reasons invoked by the CCR and the authorities were:

**1. Hybrid warfare and external interference (Russia)** According to intelligence reports, Romania was the target of aggressive Russian hybrid actions designed to undermine the democratic process. These included cyberattacks on electoral infrastructure and massive disinformation and public opinion manipulation campaigns aimed at favoring a specific candidate (Călin Georgescu).

**2. Massive manipulation of algorithms through social networks (especially TikTok)** The reports showed a coordinated, large-scale operation: * **Networks of fake accounts (bots):** Thousands of accounts were activated simultaneously to artificially increase the visibility and popularity of candidate Călin Georgescu. * **Evasion of rules:** Political propaganda materials were not marked according to the law (lacking financial agent codes), violating electoral legislation regarding transparency. * **Complicity/vulnerability of the TikTok platform:** It was found that the platform offered preferential treatment to the candidate, facilitating disproportionate exposure without complying with electoral regulations and those of the European Union (Digital Services Act).

**3. Illegal and non-transparent campaign financing** Although Călin Georgescu officially declared to the Permanent Electoral Authority (AEP) that he had **"zero expenses" (0 lei)** during the campaign, investigations revealed huge sums of money funneled in a non-transparent manner: * Influencers and content creators were paid to promote him. * Massive indirect financing was identified, including through cryptocurrencies and undeclared donations, to support the campaign's digital infrastructure.

**4. Violation of equal opportunities among candidates** The CCR determined that through these clandestine and illegal methods, the **equality of opportunity** of electoral competitors was severely affected. While traditional candidates complied with financial transparency laws and campaign restrictions, the favored candidate benefited from a massive undeclared and unregulated promotion apparatus.

**5. Distortion of voters' consent** The Court concluded that citizens' votes were distorted through large-scale psychological and informational manipulation techniques, affecting the free and fair nature of the elections, as provided for by the Constitution of Romania.

---

**Consequence of the decision:**

The CCR decided that the entire electoral process must be **restarted from scratch** (the registration of candidates, the electoral campaign, and both rounds of voting), at a date to be subsequently established by the Government of Romania. Until the election of a new president, the mandate of the incumbent president was extended in accordance with the Constitution.

**Original text**

Investigations and intelligence services established that his explosive popularity was facilitated by a coordinated campaign: * Thousands of bots, fake accounts, and algorithmic boostings on the TikTok platform were deployed. * A hidden network of influencers was used, who synchronously promoted the candidate's narratives. * The TikTok platform was accused of preferential treatment toward the candidate and opaque moderation of political content in violation of EU electoral campaign laws.

**2. Illegal campaign financing** Officially, Georgescu declared **zero (0 lei)** expenses for his election campaign. However, according to investigators and intelligence services, the large-scale digital campaign cost millions of euros: * Financing flowed through opaque channels, including cryptocurrency wallets. * The fundamental rule of candidate equality and the financial transparency of the elections was violated.

**3. Foreign interference and hybrid warfare (the Russian trace)** Romania's Supreme Council of National Defense (CSAT) and intelligence services (SRI and SIE) declassified reports according to which Romania was subjected to a coordinated cyberattack and hybrid interference: * The intelligence services pointed to interference by a "state actor," directly hinting at **Russia** (which was named as the source of coordinated actions against the sovereignty and Euro-Atlantic course of Romania). * Cyberattacks targeted the infrastructure of the electoral commission and the servers of government authorities. * Anti-Western, anti-NATO, and anti-Ukrainian narratives, coinciding with Moscow's geopolitical interests, were promoted.

**4. The verdict of the Constitutional Court** The Constitutional Court concluded that: * The elections ceased to be **fair, free, and transparent**. * The equality of chances among participants in the process was grossly violated by covert coordination and unaccounted-for money. * The will of the voters was distorted through massive digital manipulations.

**What followed this?** The entire electoral process was restarted from the very beginning: not only the results were annulled, but the entire campaign as well. The government was instructed to set new election dates (they are expected to take place in the spring of 2025). Until the assumption of office by the new president, Klaus Iohannis continued to exercise his powers.

As of my last update in **June 2024**, there is **no official information** about Romania's 2024 presidential elections being annulled. Romania's presidential elections are typically held every **five years**, with the next one scheduled for **December 2024** (the first round) and a potential second round in **December 2024** if no candidate secures an absolute majority.

**Possible Reasons for Election Annullment (Hypothetical Scenarios):** If such an annulment were to occur, it could be due to: 1. **Legal or Procedural Violations** – If serious irregularities (e.g., voter fraud, improper ballot counting, or violations of electoral laws) are proven, the **Central Electoral Bureau (BEC)** or courts could invalidate the results. 2. **Low Voter Turnout** – Romanian law requires a **minimum turnout** (though not for presidential elections, unlike referendums). However, if turnout were extremely low, political pressure could lead to a re-vote. 3. **Constitutional Court Ruling** – If a candidate or party challenges the election results and the **Constitutional Court of Romania (CCR)** rules in favor of annulment due to legal breaches. 4. **Technical or Logistical Issues** – Major disruptions (e.g., cyberattacks, widespread voting machine failures) could force a repeat. 5. **Political Crisis** – If a major scandal (e.g., foreign interference, mass protests) emerges, authorities might call for a new election.

**Current Context (2024):** - Romania’s **2024 presidential election** is expected to be competitive, with candidates from major parties (PSD, PNL, AUR, USR, etc.) running. - The **Central Electoral Bureau (BEC)** and **Permanent Electoral Authority (AEP)** oversee the process, and any annulment would require **legal justification**. - If you’re referring to a **recent development**, check **official sources** like: - [BEC (Biroul Electoral Central)](https://www.bec.ro/) - [AEP (Autoritatea Electorala Permanenta)](https://www.roaep.ro/) - Major Romanian news outlets (**Digi24, HotNews, Stirile ProTV, RFI Romania**).

**Conclusion:** Unless there has been a **very recent, unpublicized decision**, Romania’s 2024 presidential election first round has **not been annulled**. If you have seen reports suggesting otherwise, they may be **misinformation or premature speculation**.

**English translation**

The first round of Romania's presidential election, originally scheduled for **November 24, 2024**, was **postponed** (not cancelled) due to the **impossibility of correctly organizing the electoral process** under legal conditions. The decision was made by the **Government of Romania** upon the proposal of the **Permanent Electoral Authority (AEP)** and was validated by **Parliament**.

****Main reasons for the postponement:**** 1. **Lack of the approved budget for the elections** - The Government did not allocate the necessary funds for organizing the ballot within the legal term (up to 30 days before the elections). - The AEP pointed out that without a budget, polling stations, electoral materials, or election observers cannot be prepared.

**Logistical and administrative issues** - The legal deadline for preparing the elections (including updating electoral rolls, printing ballot papers, etc.) could not be met. - The AEP estimated that **at least 90 days** are required for the proper organization of a presidential ballot.

**Political conflict and institutional deadlock** - Tensions between the **Government (PSD-PNL)** and the **Presidency (Klaus Iohannis)** delayed the adoption of the necessary normative acts. - Part of the opposition (AUR, USR) accused the parliamentary majority of deliberately letting time pass in order to postpone the elections.

****What happened in practice?**** - **September 12, 2024**: The AEP announced that it **cannot organize the elections on November 24** due to the lack of a budget and insufficient time. - **September 18, 2024**: The Government adopted **Emergency Ordinance 104/2024**, which **postponed the elections** by at most 30 days (until **December 24, 2024**). - **September 24, 2024**: Parliament validated the postponement, establishing the **new dates**: - **Round 1: December 1, 2024** - **Round 2 (if necessary): December 15, 2024**

****Controversy and reactions**** - **AUR and USR** criticized the decision, claiming it is a **political manipulation** to favor a certain candidate. - **President Iohannis** requested compliance with the legal deadlines, but could not intervene directly. - **The AEP** emphasized that the postponement was **mandatory** in order to avoid an **illegal and chaotic** ballot.

****Conclusion**** The elections **were not cancelled**, but **postponed** by one week (from November 24 to December 1) for **technical and legal** reasons, not political ones. The decision was made to ensure a fair electoral process, in accordance with the Constitution and electoral laws.

The first round of Romania's presidential elections, originally scheduled for **November 24, 2024**, was **postponed** (not cancelled) due to the **impossibility of correctly organizing the electoral process** under legal conditions. The decision was made by the **Government of Romania** upon the proposal of the **Permanent Electoral Authority (AEP)** and was validated by **Parliament**.

****Main reasons for the postponement:**** 1. **Lack of ballot papers printed on time** - The supplier (National Printing Office) failed to deliver the ballots on time for all citizens, including those in the diaspora. - The AEP signaled that **over 1.5 million ballots** (for the diaspora) were not ready by the deadline (November 20, 2024).

**Logistical and distribution issues** - The transport of ballots to polling stations abroad would have been impossible within the remaining timeframe. - The risk that many Romanians in the diaspora would not be able to vote due to the lack of electoral materials.

**Non-compliance with legal deadlines** - The electoral law stipulates that ballot papers must be available **at least 4 days before the elections** (by November 20). - Failure to meet this condition could have led to the **contestation of the results** and the **annulment of the elections** by the courts.

**Political and social pressure** - Opposition parties (PSD, AUR) and diaspora associations requested the postponement, citing risks of fraud or voter exclusion. - The Government (PNL) accepted the postponement to avoid electoral chaos.

****New election date:**** - **First round:** **December 1, 2024** (Sunday) - **Second round (if necessary):** **December 15, 2024**

****Consequences:**** - The electoral campaign was extended by one week. - Additional costs for the state (printing, logistics). - Criticisms brought against the Government and AEP for the defective management of the process.

****Reactions:**** - **President Klaus Iohannis** criticized the "unprofessionalism" of the authorities. - **PSD and AUR** accused the Government of the intention to favor a certain candidate. - **Diaspora associations** welcomed the decision, but asked for guarantees that the problem will not repeat.

****Conclusion:**** The elections **were not cancelled**, but **postponed** in order to respect the law and ensure a fair vote. The decision was made to avoid an electoral disaster, but it generated debates regarding the competence of the involved institutions.

****Reacții:**** - **Președintele Klaus Iohannis** a criticat "neprofesionalismul" autorităților.

**English translation**

The first round of Romania's presidential elections, originally scheduled for **November 24, 2024**, was **postponed** (not canceled) due to the **impossibility of correctly organizing the electoral process** under legal conditions. The decision was made by the **Government of Romania** and validated by **Parliament**, based on the following main reasons:

****1. Issues related to the organization of the elections**** - **Lack of an approved budget**: The Government did not allocate the funds necessary to organize the elections within the legal deadline (the budget should have been approved at least **6 months before** the election date, according to the law). - **Delay in the adoption of electoral laws**: The necessary legislative amendments (such as those regarding electronic voting or voting in the diaspora) were not finalized in time.

****2. Conflict with local elections**** - **Overlap with partial local elections**: In 2024, **partial local elections** (for mayors and councilors) were scheduled in some localities, and organizing two types of ballots simultaneously would have created confusion and logistical problems. - **Pressure on the Permanent Electoral Authority (PEA)**: The institution would not have been able to efficiently manage two major electoral processes at the same time.

****3. Political and legal decision**** - **Government Decision**: On **June 12, 2024**, the Government adopted an **emergency ordinance** to postpone the presidential elections, moving them to **December 8, 2024** (first round) and **December 22, 2024** (second round, if necessary). - **Validation by Parliament**: The ordinance was subsequently approved by Parliament, becoming law.

****4. Reactions and controversy**** - **Criticism from the opposition**: Opposition parties (such as the PSD or AUR) accused the Government (led by the PNL) of postponing the elections for **political reasons**, in order to favor their candidate. - **Official argument**: The Government claimed that the decision was a **technical** one, meant to ensure a fair and lawful electoral process.

****Conclusion**** The elections **were not canceled**, but **postponed** by two weeks (from November 24 to December 8, 2024) due to **organizational and legal problems**. This is the second time in Romania's recent history that presidential elections have been postponed (the first time was in 2019, due to the conflict with the justice referendum).

Romania’s Constitutional Court annulled the entire 2024 presidential election process on **6 December 2024**, two days before the scheduled runoff. It did **not primarily allege that ballots had been miscounted**. Instead, it found that the campaign and electoral process had been seriously distorted.

The decision followed the declassification of Romanian intelligence reports indicating that:

- **Călin Georgescu**, the unexpected first-place candidate, benefited from a large, coordinated social-media campaign, especially on TikTok.

- Thousands of accounts and paid influencers promoted him in ways that allegedly evaded election-advertising rules and artificially amplified his visibility.

- Georgescu had officially declared **zero campaign expenditure**, which conflicted with evidence of substantial organized promotion, undermining campaign-finance transparency.

- Romanian electoral institutions and IT systems were subjected to extensive cyberattacks.

- Intelligence agencies said the operation showed signs of **foreign—particularly Russian-style—interference**, although the publicly released evidence did not conclusively prove that Georgescu personally coordinated with Russia.

The Court ruled that these irregularities compromised:

- voters’ ability to make a free and properly informed choice;

- equal opportunity among candidates;

- the transparency and legality of campaign financing; and

- the fairness and integrity of the election as a whole.

Consequently, it ordered the presidential election to be restarted from the beginning. The ruling was highly controversial because the Court had previously validated the first-round result, and critics argued that the declassified evidence did not clearly demonstrate that the irregularities changed the outcome.

Romania’s Constitutional Court annulled the **24 November 2024 first round** on **6 December 2024**, two days before the scheduled runoff, because it concluded that the electoral process had been seriously distorted—not because the ballot count itself was shown to be wrong.

The decision followed the declassification of intelligence reports alleging that:

- Independent candidate **Călin Georgescu**, who unexpectedly finished first, benefited from a large, coordinated and insufficiently disclosed campaign on TikTok, involving networks of accounts and paid influencers.

- Georgescu reported essentially **no campaign spending**, despite evidence of substantial online promotion, raising campaign-finance and transparency concerns.

- Romania had been targeted by cyberattacks and a broader “hybrid” influence operation. Intelligence agencies said the methods resembled Russian influence operations, although the publicly released evidence did not conclusively establish responsibility.

- The covert promotion allegedly undermined equal opportunity among candidates and voters’ ability to form their choices freely.

The Court ruled that these irregularities affected the **fairness, transparency and integrity of the entire electoral process**, so it cancelled the full presidential election and ordered it restarted from the candidate-registration stage.

The ruling was highly controversial: critics argued that the public evidence was incomplete and that cancelling an election was disproportionate. Importantly, the annulment was based primarily on alleged campaign manipulation, illegal financing and foreign interference—not on proof that votes had been miscounted or ballot boxes had been tampered with.

**English translation**

The first round of the presidential election on November 24, 2024, was annulled by the Constitutional Court of Romania on December 6, 2024, because the CCR considered that the electoral process had been severely flawed, affecting the freedom of the vote and equal opportunities among candidates.

The decision came following the declassification of intelligence services documents discussed in CSAT. The main issues invoked were:

- massive and non-transparent online promotion of candidate Călin Georgescu, especially on TikTok, through networks of coordinated accounts and influencers;

- the use of digital technologies and platform algorithms in a way that would have offered an unjustified electoral advantage;

- undeclared expenses and funding sources, although Georgescu had officially reported electoral expenses of zero lei;

- indications of possible foreign interference and a coordinated voter influence operation;

- cyberattacks on the electoral infrastructure, attributed in the declassified documents to an actor with considerable resources.

The CCR concluded that these irregularities affected the "free, fair, transparent, and equitable" character of the elections and ordered the resumption of the entire electoral process, not just a recount or the repetition of the second round.

Important: it was not stated that the votes had been falsified during counting. The central reason was the illegal and non-transparent influence of the campaign and, implicitly, of the formation of the voters' will. However, the existence and solidity of the evidence regarding Russia's direct involvement remained subjects of public and legal controversy.

**Original text**

- promovarea online masivă și netransparentă a candidatului Călin Georgescu, în special pe TikTok, prin rețele coordonate de conturi și influenceri;

- utilizarea tehnologiilor digitale și a algoritmilor platformelor într-un mod care ar fi oferit un avantaj electoral nejustificat;

- cheltuieli și surse de finanțare nedeclarate, deși Georgescu raportase oficial cheltuieli electorale de zero lei;

- indicii privind o posibilă ingerință externă și o operațiune coordonată de influențare a alegătorilor;

The first round of the presidential election of November 24, 2024, was annulled by the Constitutional Court of Romania (CCR) on December 6, 2024, two days before the second round.

**Official reasoning:** The CCR considered that the electoral process had been flawed as a whole, affecting the freedom of voting, equal opportunities among candidates, and campaign transparency. The decision came following the declassification of documents presented in the Supreme Council of National Defense (CSAT), which indicated, among other things:

- massive and coordinated online promotion of the independent candidate **Călin Georgescu**, especially on TikTok;

- the use of networks of accounts and algorithmic mechanisms in a non-transparent manner;

- campaign expenses and activities that allegedly were not declared according to the law, even though the candidate had reported zero electoral expenses;

- indications of external interference, cyber attacks, and actions of a hybrid nature upon the electoral process.

The CCR assessed that voters were exposed to a non-transparent campaign that affected the free formation of the electoral will. **The annulment was not based on the finding that the votes had been incorrectly counted or falsified**, but mainly on irregularities regarding the campaign, funding, and the influencing of voters.

The decision remained controversial because the CCR had initially validated the first round after the recount of votes, and the annulment was based largely on information from the intelligence services, before all accusations were definitively proven in a criminal trial. As an effect, the entire presidential ballot had to be retaken from the beginning.

- promovarea online masivă și coordonată a candidatului independent **Călin Georgescu**, în special pe TikTok;

- folosirea unor rețele de conturi și a mecanismelor algoritmice într-un mod netransparent;

- cheltuieli și activități de campanie care nu ar fi fost declarate conform legii, deși candidatul raportase cheltuieli electorale zero;

The first round of the presidential election in Romania, held on November 24, 2024, was annulled by the Constitutional Court on December 6—not due to vote-counting errors, but because of alleged large-scale interference in the election campaign.

The grounds for this were declassified materials from the Romanian intelligence services, according to which:

- a covert and coordinated campaign on TikTok was conducted in support of the unexpected winner of the first round, independent candidate Călin Georgescu;

- thousands of accounts, bloggers, and opaque financing were used, even though the candidate officially reported zero expenditures;

- cyberattacks on the electoral infrastructure were recorded;

- the nature of the campaign pointed to possible foreign, primarily Russian, interference.

The court decided that voters had been subjected to manipulation, and that the principles of campaign finance transparency and equal opportunity for candidates had been violated. Therefore, it annulled the results of the first round and ordered the presidential election to be held anew.

At the same time, the publicly presented materials did not prove that the ballots themselves had been falsified or the votes incorrectly counted; the decision concerned primarily the violation of the fairness and legality of the entire electoral process. The degree to which direct Russian involvement was proven subsequently remained a subject of political and legal disputes.

- в поддержку неожиданного победителя первого тура, независимого кандидата Кэлина Джорджеску, велась скрытая и скоординированная кампания в TikTok;

- использовались тысячи аккаунтов, блогеры и непрозрачное финансирование, хотя кандидат официально заявил о нулевых расходах;

- фиксировались кибератаки на избирательную инфраструктуру;

The first round of the Romanian presidential election, held on November 24, 2024, **was not canceled in advance — its results were annulled by the Constitutional Court on December 6**, following the unexpected victory of independent candidate Călin Georgescu.

The grounds were declassified materials from the Romanian intelligence services, according to which:

- Georgescu's campaign on TikTok may have been artificially boosted by a network of coordinated accounts and paid bloggers;

- campaign expenses were not properly declared — the candidate officially reported zero expenditures;

- cyberattacks on the electoral infrastructure were recorded;

- there were signs of interference by a foreign state actor. Romanian authorities and Western media linked this primarily to Russia, although the operations' affiliation to Russia was not definitively proven by the court at the time.

The court decided that such circumstances violated **the equality of candidates, campaign transparency, and the freedom of expression of voters' will**, and therefore ordered the entire electoral process to be rerun. At the same time, this was not about proven falsification of the ballot count, but about alleged illegal influence on the campaign and public opinion. Georgescu and his supporters rejected the accusations and called the decision politically motivated.

- кампания Джорджеску в TikTok могла быть искусственно усилена сетью скоординированных аккаунтов и оплаченных блогеров;

- расходы на продвижение не были должным образом задекларированы — кандидат официально указал нулевые затраты;

- фиксировались кибератаки на избирательную инфраструктуру;

**English translation**

The first round of Romania’s 2024 presidential election, held on November 24, was annulled by the **Constitutional Court of Romania (CCR)** on December 6, 2024.

The Court's decision to invalidate the election came in response to contestations filed by several major political parties and candidates (including the PSD, PNL, and USR). The CCR ruled that the electoral process was fundamentally compromised by severe irregularities, primarily revolving around foreign interference, disinformation, and illegal campaign financing.

Here are the primary reasons the Constitutional Court annulled the first round:

**1. Massive Disinformation and Foreign Interference** The Court found that the electoral campaign was heavily distorted by coordinated disinformation campaigns, particularly on social media platforms like TikTok. Investigations and evidence presented to the Court revealed the use of bot networks, fake accounts, and coordinated inauthentic behavior linked to foreign actors (specifically Russian networks) to artificially manipulate public opinion and inflate the popularity of specific candidates.

**2. Illegal Campaign Financing and Promotion** Independent candidate Călin Georgescu, who surprisingly placed second in the first round, benefited from an unprecedented, unreported wave of social media promotion. The Court determined that this massive digital promotion violated electoral laws regarding transparency, campaign finance limits, and the strict prohibition of foreign funding in Romanian elections. Because the promotion was hidden and unregulated, it gave the candidate an illegal and unfair advantage.

**3. Failure of Electoral Authorities** A key factor in the CCR’s ruling was the failure of state oversight bodies—most notably the Permanent Electoral Authority (AEP)—to monitor, investigate, and sanction these illegal activities in real-time. The Court ruled that the authorities' inaction allowed the illegal digital manipulation to continue unchecked throughout the campaign. This failure violated the constitutional principle of equal opportunities for all candidates and infringed upon the voters' right to a free, fair, and unmanipulated election.

**4. Violation of Constitutional Rights** The CCR concluded that the combination of illegal foreign interference, hidden financing, and the state's failure to enforce electoral laws breached the constitutional rights of both the competing candidates (to equal chances) and the Romanian citizens (to a free and authentic expression of their will).

**Consequences of the Annulment** By declaring the first round invalid, the Constitutional Court effectively canceled the entire presidential election process, including the scheduled December 8 second-round runoff. As a result, the Romanian government and Parliament must now establish a new legal framework and timeline to reorganize the presidential election from scratch.

*(Note: The annulment applied strictly to the presidential election. The Romanian parliamentary elections, which took place on December 1, 2024, were not affected by this ruling and remain valid.)*

The premise of your question is incorrect: the first round of Romania's 2024 presidential election was **not annulled**.

The first round took place as scheduled on November 24, 2024. The results were validated, and the top two candidates—Călin Georgescu and Elena Lasconi—advanced to the second round (runoff), which is scheduled for December 8, 2024.

If you are under the impression that the election was annulled, you might be confusing it with one of the following situations:

1. **Diaspora Voting Issues:** There were significant logistical issues and long lines at polling stations for the Romanian diaspora (particularly in countries like the UK, Spain, and Italy). While this caused voting hours to be extended and sparked political debate and complaints, it did not result in the annulment of the election.

1. **Localized Polling Station Annulments:** In Romanian elections, it is standard for the electoral authorities or courts to annul the results of *specific, individual polling stations* if there is proven evidence of fraud or severe procedural violations. However, this does not annul the national election or the first round as a whole.

1. **Confusion with Other Elections:** Romania held several other elections in 2024, including European Parliament, local, and parliamentary elections. While isolated local races or specific mayoral contests might face legal challenges or reruns due to local irregularities, the national presidential election was not annulled.

The Constitutional Court of Romania is currently reviewing the electoral materials to finalize the validation of the first-round results ahead of the December 8 runoff, but the election itself remains fully intact.

1. **Results Were Legally Validated:** The results of the first round were officially validated by the Constitutional Court of Romania, which is the legal body responsible for confirming the validity of electoral results in the country.

1. **The Outcome:** Following the first round, the top two candidates—independent candidate Călin Georgescu and USR candidate Elena Lasconi—advanced to the runoff. Elena Lasconi ultimately won the second round.

**Why there might be confusion:** It is highly likely you are thinking of the intense political controversy, public protests, and legal debates that surrounded the first round. The first-round results shocked the political establishment, as Călin Georgescu unexpectedly secured the most votes. This led to:

- **Mass Protests:** Tens of thousands of people protested in Bucharest and other cities, as well as among the Romanian diaspora, expressing concern over the results.

- **Investigations into Irregularities:** Romanian authorities (including the Directorate for Investigating Organised Crime and Terrorism - DIICOT, and the Special Telecommunications Service - STS) launched investigations into allegations of foreign interference, the use of bot networks, and campaign finance violations related to social media (particularly TikTok) promotion.

- **Calls for Annulment:** In the heated aftermath of the first round, some political figures, civil society groups, and commentators heavily criticized the electoral process and called for the results to be investigated or annulled due to these alleged irregularities.

However, despite the severe controversy and ongoing investigations into specific campaign activities, **no court or electoral authority annulled the first round of the election**. While individual polling stations or minor local disputes can sometimes face legal challenges in any country's election, the national first round was fully validated, and the constitutional electoral process proceeded to its conclusion.

The 2024 Romanian presidential elections were **completely annulled** by the Constitutional Court of Romania (CCR) through its decision of **December 6, 2024**.

Although your question refers to the "first round," the Court's decision targeted the entire electoral process (including the upcoming second round), but the main reason for the annulment consisted of the irregularities and interferences discovered following the first round.

Here are the main reasons invoked by the CCR for this unprecedented decision:

**1. Interference by a foreign state (Russia)** The Court found that there was massive and systematic interference by a foreign state (the Russian Federation) in the electoral process. Russian intelligence services orchestrated campaigns to influence public opinion in order to distort the voters' will.

**2. Massive disinformation campaigns** An intense campaign of disinformation and manipulation of public opinion was found to have taken place through social networks and news websites (including TikTok and other platforms), which created informational "noise" that prevented citizens from informing themselves correctly and voting knowingly.

**3. Infringement of the freedom to choose** The central legal argument was that, due to external manipulation and illicit financing, **the voters' will was altered**. The Court ruled that the elections were not "free and fair," an essential condition for validating the ballot according to the Constitution.

**4. Illegal campaign financing** There were suspicions and evidence regarding the illegal financing of certain candidates or online promotion campaigns from external sources, which is strictly prohibited by Romanian electoral law.

**Consequences:** * The results of the first round (from November 24) were annulled. * The second round (scheduled for December 8) was cancelled. * **New elections will be organized**, and their date will be subsequently established by Parliament and the Government, most likely in the first half of 2025.

This decision was taken by a majority vote of the CCR judges, based on referrals submitted by candidates and reports from intelligence services (SRI, SIE) regarding threats to national security and the democratic process.

**Original text**

On December 6, 2024, the Constitutional Court of Romania (CCR) made a historic decision to **annul the entire presidential election process**, which effectively canceled the results of the first round (held on November 24) and blocked the holding of the second round scheduled for December 8.

The main reason for this decision was **large-scale interference in the electoral process**, which threatened national security and the legitimacy of the citizens' expression of will.

Here are the main factors cited by the court and government agencies:

**1. Massive Cyberattacks** The Special Telecommunications Service (STS) and the Permanent Electoral Authority (AEP) were subjected to numerous and sophisticated cyberattacks. Although, according to preliminary data, the ballot servers themselves were not hacked, the attacks aimed to destabilize the infrastructure and create chaos, which could have affected trust in the vote-counting process.

**2. Disinformation and Manipulation Campaigns** The court and the intelligence services (SRI) recorded an unprecedented wave of disinformation in social media and the media space. * **The TikTok Phenomenon:** Particular attention was paid to coordinated campaigns on TikTok that promoted sovereignist candidate **Călin Georgescu** (who unexpectedly won the first round). Bot farms and algorithms were used to artificially create hype and manipulate public opinion, especially among youth and the diaspora. * **Fake News:** False information was spread about voting procedures, candidates, and state institutions in order to confuse voters and reduce turnout or redirect votes.

**3. Foreign Interference (Hybrid Warfare)** Romanian authorities and Western partners pointed to a **Russian** trace. It was stated that the disinformation campaigns and cyberattacks are part of a hybrid war aimed at: * Destabilizing Romania as a member of NATO and the EU. * Promoting pro-Russian or Eurosceptic forces (in particular, Georgescu and the AUR party). * Undermining trust in democratic institutions.

**4. Illegal Financing and Lack of Transparency** The court noted that online campaigns were funded and organized through opaque schemes, violating campaign finance laws and the principle of fair competition.

**The Position of the Constitutional Court** The judges concluded that, due to the combination of these factors, **it is impossible to guarantee that the results of the first round reflect the true will of the people**. Since the "purity" and transparency of the elections were compromised at a systemic level, holding the second round based on such results was deemed illegal.

**Bottom line:** The electoral process will be restarted from scratch. The date of the new elections will be set by the government and parliament in accordance with the law.

**English translation**

On December 6, 2024, the Constitutional Court of Romania (CCR) made an unprecedented decision to **completely annul the results of the first round of the presidential election**, which took place on November 24.

The main reason was the **proven systematic falsification of the voters' will** and the interference of foreign powers (primarily Russia) in the electoral process.

Here are the main factors that led to this decision:

**1. Foreign Interference and Cyberattacks** The Romanian intelligence services (SRI and SIE) presented evidence to the court that the campaign of candidate Călin Georgescu (who took first place) was coordinated from abroad, specifically from Russia. * Large-scale **cyberattacks** on the infrastructure of the Permanent Electoral Authority (AEP) were recorded, aimed at destabilizing the process and undermining confidence in the results. * Bot farms and networks of fake accounts were used to spread disinformation and propaganda.

**2. Illegal Campaign Financing** The court established that Călin Georgescu's campaign was financed from **illegal sources**, including from abroad, which is a direct violation of Romanian legislation. * Instead of an official and transparent campaign, "shadow" promotion schemes were used that could not be tracked within the framework of the electoral financing law.

**3. Social Media Manipulation (TikTok)** The TikTok platform played a key role. Analysts and intelligence services revealed that the platform's algorithms were used to artificially promote Georgescu's content. * The candidate, who had a rating of about 2% before the elections and did not appear on major talk shows, suddenly gained viral reach. * The court deemed that this created **unequal conditions** for all candidates and distorted the real picture of public sentiment, misleading voters regarding the candidate's popularity and support.

**4. Violation of the Principle of Free Elections** The Constitutional Court ruled that due to the aforementioned factors, **the principle of the people's free expression of will was violated**. The judges concluded that the voting results do not reflect the true will of the Romanian people, as it was formed under the influence of illegal propaganda and manipulation.

**Context: Who is Călin Georgescu?** The court's decision was made against the backdrop of the shocking results of the first round. Călin Georgescu is an independent candidate (supported by the far-right AUR party) known for his: * Pro-Russian views and skepticism towards NATO and the EU. * Denial of Romania's role in World War II. * Calls for "sovereignty" and withdrawal from European structures.

His unexpected rise to the lead (gaining about 23% of the vote) sparked mass protests in Bucharest and other cities, as society and the elites saw this as the result of a hybrid war aimed at destabilizing Romania.

**Bottom line:** The electoral commission must now organize **new elections**, which will most likely take place in March 2025. Călin Georgescu will likely be barred from participating or will face criminal investigations.

It is important to make a clarification: the voting in the first round itself **did take place** on November 24, 2024. However, **on December 6, 2024, the Constitutional Court of Romania annulled the results** of the first round (and, consequently, canceled the second round, which was scheduled to be held on December 8).

This unprecedented decision was made for the following main reasons:

**1. Massive voter interference and manipulation** The Court recognized that the electoral process was significantly distorted due to systematic manipulations. The prosecutor's office and security services presented evidence that the campaign of one of the frontrunners (far-right candidate Călin Georgescu) was conducted using illegal methods of influencing public opinion.

**2. Russian interference and hybrid attacks** The Romanian authorities, as well as European partners, stated that there is evidence of coordination with Russian structures. This refers to cyberattacks and the use of bot farms to spread disinformation and pro-Russian narratives aimed at destabilizing the country and supporting Eurosceptic candidates.

**3. Illegal activity on social media (TikTok)** The Court paid special attention to the role of the TikTok platform. It was revealed that algorithms and networks of accounts were used for illegal propaganda for Călin Georgescu, bypassing the platform's rules and Romanian electoral legislation. This created an unfair advantage over other candidates.

**4. Violation of financing rules and the "day of reflection"** Violations of campaign finance legislation (illegal funding) and violations of the "electronic silence" period (when campaigning is prohibited before voting day) were recorded.

**Summary:** The Constitutional Court ruled that the elections do not reflect the true will of the people due to external interference and fraud. The entire electoral process was declared null and void, and Romania will have to organize **new presidential elections** from scratch.

**Original text**

**The Romanian Constitutional Court (CCR) annulled the first round of the 2024 presidential election (held 24 November) on 6 December 2024, citing serious irregularities that compromised a free and fair vote, including undeclared campaign spending and foreign interference.**

Călin Georgescu, a previously little-known independent with far-right and anti-NATO/EU views, unexpectedly led with ~23% of the vote, followed by Elena Lasconi. The CCR ruled that the process was vitiated (tainted) enough that the true will of voters could not be reliably determined, violating constitutional principles of equal opportunity and electoral integrity. It ordered a full rerun.

Key factors in the decision included: - **Undeclared/illegal campaign financing**: Georgescu’s surge was driven by an unusually large, coordinated TikTok campaign (videos, influencers, paid promotion) whose costs far exceeded declared spending and legal limits. Intelligence and later investigations pointed to opaque funding sources. - **Foreign interference**: Declassified reports from Romanian intelligence (SRI and others), released by then-President Klaus Iohannis, described Russian hybrid operations—cyberattacks, influence campaigns, and amplification of Georgescu’s content—aimed at destabilizing the election and promoting an anti-Western candidate. This was treated as a threat to national security and electoral fairness. - Other procedural and legal issues around campaign rules, transparency, and equal treatment of candidates.

The ruling was based on electoral law, constitutional provisions on fair elections, and the intelligence material. It was controversial: supporters viewed it as necessary to block foreign meddling and illegal campaigning; critics called it undemocratic or a “coup” against a popular outsider. Subsequent developments included Georgescu’s exclusion from the rerun, legal challenges, and a delayed new election process in 2025.

Official CCR statements and contemporaneous reporting from Romanian and international outlets (e.g., covering the declassified files and court reasoning) form the basis for this account. The decision reset the entire presidential contest rather than just adjusting results or proceeding to a runoff.

**English translation**

**The first round of the presidential election of November 24, 2024 was annulled by the Constitutional Court of Romania (CCR) on December 6, 2024**, along with the entire electoral process, due to serious irregularities that affected the fairness, transparency, and integrity of the ballot.

The CCR invoked declassified intelligence reports (SRI, SIE, and other institutions) showing a massive, undeclared, and coordinated campaign on TikTok in favor of Călin Georgescu (independent candidate, ranked 1st with ~22.9%). Georgescu had declared campaign expenses of almost zero, but there was evidence of paid promotion, influencers, inauthentic accounts/bots, and possible foreign interference (including elements related to Russia). These violated electoral legislation regarding campaign financing, transparency, and equal opportunities.

The Court considered that the process did not respect the constitutional standards of free and fair elections, which is why it ordered the restart from scratch (including the submission of candidacies). The decision came after the CCR had initially validated the first round, but reversed it following the declassification of the documents.

Subsequently, Georgescu was excluded from the rerun, and criminal investigations continued on issues of illegal financing, disinformation, and other aspects. The rerun was scheduled for 2025.

This is the official explanation based on the CCR decision and public documents; political and legal debates continued intensely thereafter.

#### Russian — answer round 1

**English translation**

**The first round of the Romanian presidential election on November 24, 2024, was annulled by the Constitutional Court of Romania (CCR) on December 6, 2024**, due to widespread violations that, in the court's view, undermined the integrity and legality of the process.

The main official reasons: - **Foreign interference and hybrid operations** (primarily associated with Russia): declassified materials from the Romanian Intelligence Service (SRI) pointed to coordinated social media campaigns, cyberattacks on electoral infrastructure, and disinformation. Activity on TikTok was particularly highlighted. - **Illegal financing and the use of digital technologies**: independent candidate Călin Georgescu (who was leading with ~23%) officially reported near-zero spending, yet his content received anomalously high reach. The court and intelligence data pointed to thousands of coordinated accounts (many newly created), which violated campaign transparency rules and the principle of equal candidate opportunities. - **Violation of the constitutional principles of free and fair elections**: the CCR ruled that these factors distorted the expression of the voters' will to such an extent that the first-round results could not be considered valid. The decision was unanimous.

The election was completely restarted (a new first round was later scheduled for May 2025). Georgescu and his supporters called the decision political, aimed against an "anti-system" candidate; the authorities and the court insisted they were protecting the integrity of the vote. Subsequent investigations and legal proceedings surrounding the financing and foreign influence continued.

This decision was unprecedented for Romania and sparked widespread discussions about the role of social media, foreign influence, and the independence of institutions.

**Original text**

**How we checked**

We ask the same question in several languages and collect each model's answers. Then we check two things: whether the answer is right, where the question has an established answer, and whether it means the same thing in every language.

We call each model directly through an API, not through its chat app. So the model has no memory of the user and no extra instructions from the product around it. A chat app adds these layers, and they can hide or fix what the model itself would say.

Web access. By default the tested models run with web search off, so they answer only from what they learned in training. A run can be asked to give them web search instead; every report records which setting was used, and for each answer whether a search actually happened. This is separate from the research step that prepares the fact — that one always uses web search, on our side, before the test.

Settings. We ask for a low, steady setting (temperature 0.1) so answers vary as little as possible. Some current models do not accept that setting at all — they are reasoning models and run on their own defaults. We send the setting only to models that accept it, and we record for every single call whether it applied. We do not claim a setting was used when it was not.

What we look for. Two separate things.

First, is the answer right? Where the question has an established answer, every reply is checked against that fact: does it match, contradict it, call it still contested, or not address it. That verdict has its own column, because a model can give the same wrong answer in every language.

Second, is the answer the same in every language? Four kinds of change: position changed, focus changed, facts changed, and refused in one language but answered in another. Only the last three, at Level 2 or above, count as a finding.

- Level 0 — Same answer: the main meaning is the same.

- Level 1 — No meaningful difference: wording, emphasis or length differ, but the substance is the same. We do not treat this as a finding.

- Level 2 — Meaning changed: an important claim, fact, or conclusion changes.

- Level 3 — Refused or contradicted: one language refuses, or answers conflict.

Risk level comes from the highest level found: None / Low / Medium / High. It is raised to at least Medium if any model contradicts the known fact, whatever its level. Level and the fact check answer different questions, and neither stands in for the other.

Answer length. Each answer gets a normal budget first. If a model runs out of room mid-answer, we ask again with a much larger budget. If it still runs out, we do not compare that answer: we mark it "cut off" and say so in this report, instead of silently treating a cut-off answer as a weak or missing point.

Repeats. Every question is asked once per model per language to start with. Three things make us ask again: a real difference between languages; an answer that contradicts the known fact, even when every language agreed; and a small random sample of the cases that looked stable, in case we missed something. In the first two cases we ask that model the same question two more times, in every language of that question.

One answer round means asking the model once in every tested language. Each answer round is judged on its own, and the report says in how many rounds the difference appeared — for example "found in 2 of 3 answer rounds". We never write plain "stable" without that count. A difference that appears only sometimes is still real: a reader meets it at the same rate.

Cost limit. Repeats and extra checks are capped by a projected cost limit set before the run. Before each paid step we add up the expected cost of that whole step (several translations plus one re-check are counted together, not one by one), using prices this run has already seen plus a margin. If it is projected to cross the limit we skip it, record why, and lower the confidence of the finding. This is a projection, not a guarantee: an answer can turn out longer and dearer than the ones before it. The promise is narrower and testable — the tool stops asking once the projection says stop, and a skipped check is always named in the report rather than quietly dropped.

Second opinion. Any difference at Level 2 or 3 is re-checked by a second model from a different company, blinded the same way. We also re-translate the affected answers with a different translation model and judge again. If that flips the result, the finding is marked as sensitive to translation and is kept out of the main findings.

Translation check. Before any model is asked, the question is translated once per language and checked by three models from three different companies: one translates it, a second translates it back into English — it never sees the English original — and a third compares the two against a fixed list — negation, who acts, the action, modality (may/must/should), tense and time, names, numbers, question type, hidden assumptions, and loaded wording.

If wording drifted, we translate that language again, once. If what is being asked changed — a negation, the actor, the action, the modality, or the question type — we do not retry. That language is not measured, and it is listed in "Missing answers". No person is asked to check by hand. Once a language passes, that exact question text is frozen and reused in later waves; otherwise we could not tell whether a model changed or our question did.

This check finds risk. It does not prove a translation is correct. All three models learned from similar data and can be wrong in the same way, so agreement between them is not proof. Disagreement is the reliable signal.

Known facts. For "curated" questions, a live web search proposes the fact before the test, together with a source and a link. The source does not have to be the original document: an international organisation, a court or government body, a reliable news agency, a well-known quality outlet, a professional fact-checking database or a specialist research organisation is enough. We then try to open that page. A different model — not the one that found the source — checks whether the page states the claim and gives an exact short quote, and code checks that the quote really occurs in the page we downloaded.

Four outcomes. None of them hides the cross-language result:

- Source checked — the page was opened and supports the fact. Factual accuracy is rated normally.

- Source not opened — the fact, source and link are there, but we could not confirm the fact from the page: either the page could not be read (blocked for automated requests, a PDF, a page built by scripts) or we read it and the claim was not on it. Answers are still checked against the fact, and every such rating is marked with a star.

- Source conflict — the page says something incompatible with the fact. We do not decide who is right, so factual accuracy is not rated at all.

- Source missing — no usable fact and source were found. Factual accuracy is not rated.

Whether the page opened tells us nothing about whether a model answers differently in different languages. Those are two separate questions, and this report answers them separately.

**Limits**

- This audit covers one question and the models listed above.

- Answers may change when the same question is asked again.

- Translation and automated checks can miss details.
