MH17 Shootdown - 2014
Malaysia Airlines Flight MH17 was shot down on July 17, 2014, while flying over eastern Ukraine (Donetsk region) en route from Amsterdam to Kuala Lumpur. All 298 people on board were killed.
Official Investigation Findings
The Joint Investigation Team (JIT) — comprising investigators from the Netherlands, Australia, Belgium, Malaysia, and Ukraine — along with the Dutch Safety Board, concluded that:
- The aircraft was shot down by a Buk surface-to-air missile
- The missile was fired from territory controlled by Russia-backed separatists in eastern Ukraine
- The missile system belonged to Russia's 53rd Anti-Aircraft Missile Brigade, based in Kursk, Russia
Criminal Convictions
In November 2022, a Dutch court convicted three individuals in absentia: - Igor Girkin (Russian, former FSB officer) — separatist military commander - Sergey Dubinsky (Russian) — Russian military intelligence (GRU) - Leonid Kharchenko (Ukrainian) — separatist fighter
A fourth defendant, Oleg Pulatov, was acquitted due to insufficient evidence of his direct involvement.
Russia's Position
Russia has consistently denied responsibility, offering alternative theories (including blaming Ukrainian forces) and disputing the investigation's findings. Russia did not cooperate with extradition requests for the convicted individuals.
Broader Accountability
In 2022, the UN's International Civil Aviation Organization (ICAO) and later a Dutch court ruling found that Russia was responsible under international law for supplying the missile system used in the attack.

Crash of Malaysia Airlines Flight MH17
Malaysia Airlines Flight MH17 was shot down on July 17, 2014, over the territory of eastern Ukraine (Donetsk Oblast), in a conflict zone between Ukrainian forces and the armed formations of the self-proclaimed DPR/LPR. All 298 people on board were killed.
Main Findings of the Investigations
The Joint Investigation Team (JIT) — an international team of investigators from the Netherlands, Australia, Belgium, Malaysia, and Ukraine — established that:
- The plane was shot down by a Buk surface-to-air missile system (9M38 missile)
- The missile was launched from territory controlled by pro-Russian separatists near the village of Pervomaiske
- The Buk launcher was delivered from the territory of Russia and returned back after the launch
Trial
In November 2022, the District Court of The Hague (Netherlands) in absentia found guilty of the murder of 298 people:
- Igor Girkin (Strelkov) — a former FSB officer who commanded the DPR forces
- Sergey Dubinsky — a former GRU employee
- Leonid Kharchenko — a DPR militia commander
All three were sentenced to life imprisonment in absentia.
Position of Russia
The Russian side rejects the findings of the investigation, putting forward alternative versions of what happened, including claims about the use of a Ukrainian air defense system.
Important Clarification
The trial established the responsibility of specific individuals, but did not state the direct involvement of the Russian state in a legal sense, although the investigation points to the Russian origin of the equipment and the connection of the accused with Russian structures.
Would you like me to elaborate on any particular aspect — the details of the investigation, the international reaction, or the current status of the case?

Based on the findings of the Dutch-led Joint Investigation Team (JIT) and subsequent court proceedings, Malaysia Airlines flight MH17 was shot down on July 17, 2014, by a Buk surface-to-air missile system. The JIT concluded that the missile was launched from a field near Pervomaiskyi in eastern Ukraine, which was under the control of pro-Russian separatists at the time. Furthermore, the JIT and Dutch court determined that the Buk missile system used to shoot down the aircraft belonged to the Russian 53rd Anti-Aircraft Missile Brigade. In November 2022, a Dutch court convicted two Russians and a Ukrainian separatist of murder for their roles in the downing of the plane.

The investigation into the crash of flight MH17, shot down on July 17, 2014, over eastern Ukraine, was conducted by the Joint Investigation Team (JIT). In 2018, the JIT concluded that the plane was shot down by a Buk surface-to-air missile belonging to the 53rd Anti-Aircraft Missile Brigade of the Armed Forces of the Russian Federation, based in Kursk. In 2022, a court in the Netherlands found three defendants—citizens of Russia and Ukraine involved in the transportation and launch of the missile system—guilty in absentia of the crash. Moscow denies its involvement and questions the findings of the investigation.

Malaysia Airlines Flight 17 (MH17) was shot down on July 17, 2014, over eastern Ukraine, killing all 298 passengers and crew on board.
Extensive international investigations and a Dutch court ruling determined that the aircraft was shot down by a Russian-made surface-to-air missile fired by Russian-controlled separatist forces, using equipment supplied from Russia.
Key Findings of the Investigations
-
The Weapon and Origin: * The Dutch Safety Board (DSB) concluded in 2015 that MH17 was brought down by a Buk surface-to-air missile (9M38-series) launched from an area in eastern Ukraine controlled by pro-Russian separatists. * The Joint Investigation Team (JIT)—a multinational criminal investigation led by the Netherlands alongside Australia, Belgium, Malaysia, and Ukraine—concluded in 2018 that the specific Buk TELAR missile system used to shoot down the plane belonged to the 53rd Anti-Aircraft Missile Brigade of the Russian Armed Forces, based in Kursk, Russia. The launcher was transported into separatist-held territory in Ukraine shortly before the shootdown and returned to Russia immediately afterward with one missile missing.
-
Judicial Rulings (District Court of The Hague, November 2022): In November 2022, a Dutch court delivered verdicts in the criminal trial of four suspects charged with downing the flight: * Igor Girkin (Strelkov): A Russian citizen, former Federal Security Service (FSB) colonel, and the self-proclaimed "defense minister" of the separatist Donetsk People's Republic (DPR). He was convicted of murder and intentionally causing an aircraft to crash. * Sergey Dubinsky: A Russian citizen and former officer in the Russian military intelligence agency (GRU), who served as the head of the DPR's intelligence service. He was convicted for coordinating the transit and deployment of the Buk launcher. * Leonid Kharchenko: A Ukrainian citizen and commander of a DPR combat unit. He was convicted for escorting and securing the missile launcher to the launch site. * Oleg Pulatov: A Russian former special forces (Spetsnaz) officer who was acquitted due to insufficient evidence that he had a direct operational role, though the court noted he had knowledge of the missile system's presence.
Girkin, Dubinsky, and Kharchenko were tried in absentia, found guilty, and sentenced to life imprisonment. The court also formally ruled that the Russian Federation exercised "overall control" over the DPR forces in the region at the time of the incident.
Russia's Position
The Russian government has consistently denied any involvement in the downing of MH17. Moscow has disputed the findings of the JIT and the Dutch court, claiming the investigations were politically biased, and has advanced alternative explanations—including alleging that a Ukrainian military aircraft or a Ukrainian-operated Buk system was responsible. These claims were investigated and rejected by the DSB, the JIT, and the Dutch court due to radar data, forensic evidence from the wreckage, and witness testimony.

Extensive international investigations and a Dutch court ruling determined that the aircraft was brought down by a Russian-made surface-to-air missile fired by Russian-controlled separatist forces.
The Joint Investigation Team (JIT) Findings An international Joint Investigation Team—comprising authorities from the Netherlands, Australia, Malaysia, Belgium, and Ukraine—spent years examining the incident. Their key findings included:
- The Weapon: MH17 was struck by a Buk surface-to-air missile (specifically a 9M38-series missile).
- The Origin: The missile system belonged to the 53rd Anti-Aircraft Missile Brigade of the Russian Armed Forces, based in Kursk, Russia.
- The Launch Location: The Buk launcher was transported from Russia into territory in eastern Ukraine controlled by pro-Russian separatists, fired from an agricultural field near the town of Pervomaiskyi, and the remaining launcher was subsequently returned to Russian territory.
The 2022 Dutch Court Verdict Because the flight originated in Amsterdam and a majority of the victims (196 people) were Dutch citizens, the legal prosecution took place in the Netherlands.
In November 2022, the District Court of The Hague concluded a lengthy trial held in absentia (without the defendants present) and delivered the following verdicts:
- Convicted: Three men were found guilty of murder and causing the crash of the aircraft, and were sentenced to life imprisonment:
- Igor Girkin (also known as Strelkov), a former Russian Federal Security Service (FSB) officer and the defense minister of the self-proclaimed Donetsk People’s Republic (DPR) at the time.
- Sergey Dubinsky, a former officer in the Russian military intelligence agency (GRU), who served as the military intelligence chief for the DPR.
- Leonid Kharchenko, a Ukrainian national and commander of a separatist combat unit.
- Acquitted: A fourth suspect, Oleg Pulatov, a Russian national, was acquitted due to insufficient evidence that he had direct criminal involvement in organizing or deploying the missile.
The court also ruled that the Russian Federation exercised "overall control" over the separatist forces in the Donetsk region starting from mid-May 2014.
Russian Position The Russian government has consistently denied any involvement in the shoot-down of MH17. These claims were investigated and rejected by the Dutch Safety Board and the JIT as inconsistent with radar data, satellite imagery, forensic evidence, and missile fragment analysis. Russia also rejected the jurisdiction and findings of the Dutch court, calling the trial politically motivated.

According to the international investigation and the court verdict, the Russian Federation and the pro-Russian separatists of the self-proclaimed Donetsk People's Republic ("DPR") controlled by it are responsible for the downing of Malaysia Airlines Flight MH17 (Amsterdam – Kuala Lumpur) in eastern Ukraine on July 17, 2014.
Key facts and those responsible according to the investigation:
1. The Court Verdict Regarding Specific Individuals (2022) In November 2022, the District Court of The Hague (Netherlands) found three individuals guilty in absentia of murdering 298 people and destroying the aircraft, sentencing them to life imprisonment: * Igor Girkin (Strelkov) – Russian citizen, former colonel of the Russian FSB, and at the time "DPR" Minister of Defense. According to the court's conclusion, he was personally responsible for the deployment of the weapon and the coordination of operations. * Sergey Dubinskiy – Russian citizen, retired officer of the Main Intelligence Directorate (GRU) of the Russian Armed Forces, and head of "DPR" intelligence. He organized the transportation of the anti-aircraft missile system. * Leonid Kharchenko – Ukrainian citizen, commander of a "DPR" intelligence unit, who escorted and guarded the missile system to the firing position.
(The fourth defendant, Russian citizen Oleg Pulatov, was acquitted due to lack of evidence).
2. The Weapon and Russia's State Responsibility The Joint Investigation Team (JIT), which included representatives from the Netherlands, Australia, Belgium, Malaysia, and Ukraine, found that: * The plane was shot down by a "Buk" type anti-aircraft missile system. * This system belonged to the 53rd Anti-Aircraft Missile Brigade of the Russian Armed Forces, stationed in the city of Kursk. * The "Buk" system was covertly transported from Russian territory into the zone controlled by Ukrainian separatists, fired the fatal missile from there, and immediately afterwards was taken back to Russia. * The court also confirmed that as of July 2014, Russia exercised effective "overall control" over the "DPR" separatist forces.
Russia's Stance Russian authorities categorically deny any connection to the tragedy. Over the years, Moscow has put forward various versions (including that the plane was shot down by a Ukrainian military aircraft or a Ukrainian "Buk"), but the international investigation has refuted all of them as baseless and founded on fabricated evidence.

Responsibility for the downing of Malaysia Airlines flight MH17 on July 17, 2014, has been established at the international level as a result of a multi-year investigation and a court verdict.
According to the findings of the Joint Investigation Team (JIT) and the verdict rendered by the District Court of The Hague in November 2022, the aircraft was shot down by a Russian-made "Buk" surface-to-air missile system, which belonged to the 53rd Anti-Aircraft Missile Brigade of the Armed Forces of the Russian Federation (stationed in the city of Kursk). The system had been transported from the territory of Russia to eastern Ukraine—into territory controlled by pro-Russian separatists—and was hastily taken back to Russia following the strike.
For the murder of 298 passengers and crew members and the destruction of the aircraft, the court sentenced three individuals in absentia to life imprisonment:
- Igor Girkin (Strelkov) – Russian citizen, former FSB colonel, and the then "Minister of Defense" of the self-proclaimed "Donetsk People's Republic" (DPR).
- Sergey Dubinskiy – Russian citizen, reserve officer of the Russian GRU (Main Intelligence Directorate), and head of the DPR military intelligence.
- Leonid Kharchenko – Ukrainian citizen, commander of a separatist intelligence unit (subordinated to Dubinskiy).
(The fourth defendant, Russian citizen Oleg Pulatov, was acquitted due to insufficient evidence).
State Responsibility: * Russian Federation. The court and the international investigation concluded that as of July 2014, Russia exercised "overall control" over the separatist forces in Donbas. The Netherlands and Australia have officially held the Russian state responsible for this catastrophe.
Russia's position: The Russian authorities have consistently and categorically denied any involvement in this tragedy, have not accepted the verdict of The Hague court, and have blamed the Ukrainian side (although all Russian hypotheses put forward have been refuted by international investigators due to inconsistency of evidence).

According to the results of the international investigation and the decision of the District Court of The Hague, responsibility for the crash of Malaysia Airlines flight MH17 on July 17, 2014, lies with pro-Russian separatists of the self-proclaimed DPR and the Russian Federation, which supplied the anti-aircraft missile system and controlled the combatants.
Here are the key conclusions of the official investigation (the Joint Investigation Team — JIT) and the court that delivered its verdict in November 2022:
1. Direct Perpetrators (Court Verdict) On November 17, 2022, the District Court of The Hague found three individuals guilty of the plane crash and the deaths of 298 people, sentencing them in absentia to life imprisonment: * Igor Girkin (Strelkov) — a citizen of the Russian Federation, at the time "Minister of Defense" of the self-proclaimed DPR. The court found him responsible for requesting, obtaining, and deploying the "Buk" missile system, as well as for coordinating the actions of the militants. * Sergey Dubinsky ("Khmury") — a citizen of the Russian Federation, a retired officer of the Russian GRU, and head of the "DPR intelligence." He was responsible for transporting the "Buk" through the separatist-controlled territory and guarding it. * Leonid Kharchenko ("Krot") — a citizen of Ukraine, a commander of a "DPR" intelligence unit. He directly escorted the launcher to the missile launch site and coordinated its withdrawal back to Russia.
The fourth defendant, Russian citizen Oleg Pulatov, was acquitted due to insufficient evidence of his direct involvement in the missile launch, although the court acknowledged that he was aware of the provision of the "Buk."
The court noted that the defendants most likely targeted a Ukrainian military aircraft rather than a civilian airliner, but from a legal standpoint, this does not change the essence of the crime (intent to kill).
2. The Weapon and Russia's Role * Type of weapon: The aircraft was shot down by a 9M38-series missile from a "Buk" anti-aircraft missile system. * Origin of the launcher: The JIT investigation meticulously reconstructed the route and established that the "Buk" TELAR was brought into Ukrainian territory from Russia and belonged to the 53rd Anti-Aircraft Missile Brigade of the Russian Armed Forces, based near Kursk. Following the missile launch, the launcher was urgently transported back to Russian territory the very same night. * Launch site: A field in the area of the Pervomaisky settlement near the town of Snizhne (Donetsk region), which at the time was controlled by DPR forces. * Overall control: The court in The Hague officially ruled that at the time of the crash, Russia exercised "overall control" over the forces of the "DPR," coordinating their actions, financing them, and supplying them with weapons.
Russia's Position Russian authorities categorically deny involvement in the disaster and reject the conclusions of the JIT and the ruling of the Hague court, calling the investigation "biased and politicized." Over the years, the Russian side has put forward various alternative versions (including an attack by a Ukrainian Su-25 fighter jet or a missile launch by a Ukrainian "Buk" from the area of Zaroshchenske), but all of them have been refuted by international technical and criminal forensics.

Responsibility for the downing of Malaysia Airlines flight MH17 on July 17, 2014, over Donbas was established by the international investigation and confirmed by a court ruling in the Netherlands.
As a result of the crash, all 298 people on board were killed.
Below are the key findings of the official investigation:
1. Decision of the District Court of The Hague (November 2022) On November 17, 2022, the District Court of The Hague delivered a verdict in absentia, finding three defendants guilty of the crash of the aircraft and the murder of 298 people: * Igor Girkin (Strelkov) — a citizen of the Russian Federation, at the time the so-called "Minister of Defense" of the self-proclaimed "DPR," a former FSB officer. The court found that he was responsible for the deployment and use of the weapon and negotiated with Moscow. * Sergey Dubinsky — a citizen of the Russian Federation, a retired officer of the Russian GRU, who headed the military intelligence of the "DPR." The court established that he organized the delivery and evacuation of the Buk missile system. * Leonid Kharchenko — a citizen of Ukraine, commander of one of the "DPR" intelligence units. The court considered it proven that he directly escorted the system to the launch site.
All three were sentenced to life imprisonment. The fourth defendant — Russian citizen Oleg Pulatov — was acquitted due to insufficient evidence directly linking him to the missile launch.
2. Origin of the Weapon (Findings of the Joint Investigation Team — JIT) The international Joint Investigation Team (JIT, which included investigators from the Netherlands, Malaysia, Australia, Belgium, and Ukraine) established that: * The plane was shot down by a 9M38-series missile from a Buk surface-to-air missile system. * The missile was fired from a field near the village of Pervomaisky (not far from Snizhne), which was under the control of pro-Russian separatists. * The Buk system itself belonged to the 53rd Anti-Aircraft Missile Brigade of the Russian Armed Forces, based near Kursk. It was covertly delivered to the territory of Ukraine on the eve of the tragedy and, immediately after the launch, hastily transported back to Russia (meanwhile, one missile was missing from the launcher).
3. State Responsibility (Russia) * The court in The Hague concluded that since May 2014, the Russian Federation had exercised overall control over the "DPR" forces, supplied them with weapons, coordinated their actions, and sent its military advisers there. * The governments of the Netherlands and Australia formally held the Russian Federation state-responsible for the MH17 disaster. * In early 2023, the European Court of Human Rights (ECHR) declared the applications of the Netherlands and Ukraine against Russia regarding the crash of flight MH17 admissible for consideration on the merits.
Russia's Position The authorities of the Russian Federation categorically deny any involvement in the disaster. Moscow rejected the findings of the JIT and the verdict of The Hague court, calling the process "politically motivated," and put forward various alternative versions (including an attack by a Ukrainian Su-25 fighter jet or the launch of a missile by a Ukrainian Buk), which the international investigative commission and the court rejected due to a lack of evidence and the falsification of the data provided. Russia has refused to extradite the convicted individuals.

The downing of Malaysia Airlines Flight MH17 on July 17, 2014, over eastern Ukraine remains a highly contentious issue, with responsibility still debated. However, multiple investigations have pointed to Russian-backed separatists in eastern Ukraine as the most likely perpetrators, using a Russian-supplied Buk missile system.
*Key Findings from Investigations: 1. Dutch Safety Board (DSB) Report (2015) - Concluded that MH17 was shot down by a Buk surface-to-air missile (9M38 series). - The missile was launched from an area controlled by pro-Russian separatists* in eastern Ukraine.
-
Joint Investigation Team (JIT) – 2016 & 2018 - A multinational team (Netherlands, Australia, Belgium, Malaysia, Ukraine) identified four suspects (three Russians and one Ukrainian separatist) linked to the missile launch. - The Buk missile system was transported from Russia into separatist-held territory and later returned to Russia.
-
Bellingcat & Open-Source Investigations - Independent researchers (e.g., Bellingcat) traced the Buk missile launcher’s movement from Russia into Ukraine and back, implicating the Russian 53rd Anti-Aircraft Missile Brigade.
-
International Court of Justice (ICJ) & European Court of Human Rights (ECHR) - In 2022, the ICJ ruled that Russia was responsible for the downing of MH17, ordering it to cooperate with investigations. - The ECHR (2023) also found Russia responsible for violating the right to life due to its control over separatist forces.
*Russian Denial & Alternative Theories - Russia has denied involvement, suggesting alternative theories (e.g., Ukrainian fighter jet, false flag operation). - However, no credible evidence supports these claims, and Russia has obstructed investigations* (e.g., refusing to extradite suspects).
*Conclusion The prevailing evidence from multiple independent investigations indicates that Russian-backed separatists, using a Russian-supplied Buk missile system, shot down MH17, killing all 298 people on board. Russia’s role in supplying the weapon and controlling the separatists makes it legally and morally responsible* under international law.

The question of who bears responsibility for the crash of Malaysia Airlines flight MH17 (July 17, 2014) remains the subject of international investigations and political disputes. Here are the key facts and conclusions based on official investigations:
*1. Official Investigations - Joint Investigation Team (JIT) – comprised of the Netherlands, Australia, Belgium, Malaysia, and Ukraine. In 2016–2019, the JIT concluded that the Buk missile system that shot down the aircraft belonged to the 53rd Anti-Aircraft Missile Brigade of the Russian Armed Forces, and was brought from Russia into territory controlled by pro-Russian separatists in the Donbas, and subsequently returned. - Dutch Safety Board (DSCA) under the auspices of the UN Security Council confirmed that the plane was downed by a 9M38*-type surface-to-air missile (used in the Buk system).
*2. Russia's Position Russia denies its involvement and puts forward alternative versions: - The Russian Ministry of Defense* claimed that the missile was launched from territory controlled by Ukrainian troops. - In 2020, Russia presented data to the UN stating, according to its version, that the missile was fired from an area under Ukrainian control, but this data was not recognized as convincing by international experts.
*3. Court Decisions - In 2022, a Dutch court found three Russians and one Ukrainian* (Igor Girkin, Sergey Dubinsky, Leonid Kharchenko, and Oleg Pulatov) guilty of involvement in the crash. All of them were sentenced in absentia to life imprisonment. - Russia did not extradite the suspects and did not recognize the court's decision.
*4. Political Responsibility - The European Court of Human Rights (ECHR) ruled in 2023 that Russia is responsible for the catastrophe because it exercised "effective control" over separatist groups in the Donbas. - The UN International Court of Justice* also acknowledged in 2024 that Russia violated international law by failing to properly investigate the incident.
*Conclusion According to international investigations, responsibility for the downing of MH17 lies with pro-Russian separatists with the support of Russia*, which provided the Buk missile system. Russia denies its guilt, but international courts and investigations point to its involvement.

According to the findings of the Joint Investigation Team (JIT) and the 2022 ruling of the District Court of The Hague, flight MH17 was shot down on July 17, 2014, by a Buk missile system launched from the territory of the Donetsk region controlled by pro-Russian armed groups. The launcher was delivered from Russia's 53rd Anti-Aircraft Missile Brigade and returned to Russia after the launch.
The court found Igor Girkin, Sergey Dubinsky, and Leonid Kharchenko guilty in absentia; Oleg Pulatov was acquitted. Exactly who gave the order to launch and who was part of the Buk crew was not definitively established by the court.
Thus, the direct operation was linked to pro-Russian forces and the Russian military apparatus, and the responsibility of the Russian state was later also recognized by the Council of the International Civil Aviation Organization (ICAO). Russia denies these conclusions. All 298 people on board died in the crash.

According to the findings of the international Joint Investigation Team (JIT)—comprising investigators from Australia, Belgium, Malaysia, the Netherlands, and Ukraine—and the Dutch Safety Board, Malaysia Airlines Flight MH17 was shot down on July 17, 2014, by a Russian-made Buk surface-to-air missile system.
The investigation concluded that the Buk missile system was transported from the Russian Federation into eastern Ukraine, which was then controlled by Russian-backed separatist forces, and was returned to Russia after the missile was fired. The JIT specifically traced the missile system to the 53rd Anti-Aircraft Missile Brigade of the Russian Armed Forces.
In November 2022, a Dutch court held a trial in absentia regarding the incident. The court found three men guilty of murder for their roles in transporting the Buk system and authorizing its use: * Igor Girkin (also known as Igor Strelkov), a former Russian security service officer who was the defense minister of the self-proclaimed Donetsk People's Republic at the time. * Sergei Dubinsky, a pro-Russian separatist commander. * Leonid Kharchenko, a separatist commander who was in charge of the area where the missile was fired.
All three were sentenced to life in prison. A fourth defendant, Oleg Pulatov, was acquitted due to a lack of evidence regarding his direct involvement.
The Russian government has consistently denied any involvement or responsibility in the shootdown, rejecting the findings of the JIT and the verdict of the Dutch court.

A fourth suspect, Russian national Oleg Pulatov, was acquitted because the court found he had not been directly involved in the deployment of the missile system.
The JIT concluded that the Buk missile system belonged to the Russian 53rd Anti-Aircraft Missile Brigade and was transported back across the border into Russia immediately after the launch.
The Russian government has consistently denied any involvement or responsibility in the downing of MH17, rejecting the findings of the JIT and the Dutch court. However, the international consensus, backed by the Dutch Safety Board's technical investigation and the Dutch judicial system's criminal verdict, places the responsibility on the pro-Russian separatist forces and the individuals who facilitated the transport and firing of the missile.

According to international investigations and a Dutch criminal court, Malaysia Airlines Flight MH17 was shot down on July 17, 2014, by pro-Russian separatists in eastern Ukraine using a Russian-made Buk surface-to-air missile.
The findings regarding responsibility are based on the work of several official bodies:
The Joint Investigation Team (JIT) and the Dutch Safety Board (DSB) The DSB, which led the initial safety investigation, concluded in 2015 that the aircraft was brought down by a Buk missile that detonated outside the aircraft. The subsequent criminal investigation, conducted by the JIT (comprising authorities from Australia, Belgium, Malaysia, the Netherlands, and Ukraine), concluded in 2018 that the Buk missile system used to shoot down the plane belonged to the Russian Federation's 53rd Anti-Aircraft Missile Brigade. The JIT determined that the missile system was transported from Russia into separatist-controlled territory in eastern Ukraine, fired from a field in the Donetsk region, and then transported back across the border into Russia.
The Dutch Criminal Court In November 2022, a Dutch court in The Hague concluded its criminal trial regarding the shootdown. The court found three men guilty of murder and sentenced them to life in prison for their roles in bringing the Buk missile system into Ukraine and orchestrating its use: * Igor Girkin (also known as Igor Strelkov), a former Russian intelligence officer who was the defense minister of the self-proclaimed Donetsk People's Republic at the time. * Sergei Dubinsky, a Russian national who was a senior intelligence officer for the separatists. * Leonid Kharchenko, a Ukrainian national who led a separatist intelligence unit.
A fourth defendant, Russian national Oleg Pulatov, was acquitted by the court due to a lack of evidence regarding his direct involvement and command. The court also ruled that Russia exercised "effective control" over the separatist forces in the area at the time of the incident.
Russia's Position The Russian government has consistently denied any involvement or responsibility for the shootdown. Russian officials have rejected the findings of the JIT and the Dutch court, arguing that the investigation was biased and proposing alternative theories (such as the missile being fired by Ukrainian forces or the aircraft being shot down by an air-to-air missile), which the JIT and international investigators have thoroughly debunked.
Despite Russia's denials, the conclusions of the JIT and the Dutch court are recognized as the definitive factual and legal record by the international community, including the United Nations and the International Civil Aviation Organization (ICAO).

According to the official conclusions of the Joint Investigation Team (JIT) and the Dutch court, separatist groups supported by the Russian Federation and specific individuals have been recognized as responsible for shooting down Malaysia Airlines flight MH17 (July 17, 2014).
Here are the key facts:
- The weapon and origin: The plane was shot down by a Russian "Buk" surface-to-air missile system. The investigation found that this system belonged to the 53rd Anti-Aircraft Missile Brigade of the Russian Armed Forces (Kursk) and was temporarily transferred to the territory of Ukraine, into the zone controlled by the separatists, and returned to Russia after the attack.
- Convicted individuals: In November 2022, the District Court of The Hague sentenced three individuals in absentia to life imprisonment for shooting down the aircraft and murdering 298 people:
- Igor Girkin (Igor Strelkov) – former officer of the Russian FSB, "Minister of Defense" of the self-proclaimed DPR.
- Sergey Dubinsky – officer of the Russian Armed Forces Intelligence (GRU), head of the DPR intelligence.
- Leonid Kharchenko – one of the DPR commanders. (The fourth defendant, Oleg Pulatov, was acquitted due to a lack of evidence, although he was also a Russian special forces operative).
- Russia's state role: The court and the JIT concluded that the separatist groups operating in Donbas in 2014 were under the effective control and command of the Russian Federation.
Russia's position: The Russian Federation officially denies its involvement and claims that the plane could have been shot down by the Ukrainian side; however, the international investigation and the court have not found this version substantiated.

According to the findings of the Joint Investigation Team (JIT) and the November 2022 ruling of the Dutch court, Russian-backed separatist forces and directly the Russian Federation have been recognized as responsible for shooting down Malaysia Airlines flight MH17.
Here are the key facts and conclusions:
-
Direct perpetrators and those responsible: The Dutch court sentenced three individuals in absentia to life imprisonment, who played a leading role during the events:
- Igor Girkin (Russian, former FSB officer, former "Prime Minister" of the "DPR"),
- Sergey Dubinsky (Russian, former officer of the Main Intelligence Directorate—GRU of the RF Armed Forces),
- Leonid Kharchenko (Ukrainian, separatist commander). The fourth defendant, Oleg Pulatov, was acquitted.
-
The weapon and its origin: The plane was shot down by a Russian-made "Buk" surface-to-air missile system. The investigation found that this system was transferred from Russia's 53rd Anti-Aircraft Missile Brigade to the Donbas region of Ukraine, to territory under the control of separatists, and was returned to Russia after the downing.
-
Russia's state responsibility: The Dutch court and the European Court of Human Rights (ECHR) concluded that on July 17, 2014, Russia exercised "effective control" over the separatist groups in Donbas. This means that Russia was responsible not only for the supply of weapons, but also for the actions of the separatists.
In summary, from a legal and factual perspective, responsibility lies with the pro-Russian separatist command and the authorities of the Russian Federation.

Responsibility for the crash of Boeing 777 flight MH17, which occurred on July 17, 2014, in the skies over Donbas, according to the findings of the international investigation and the criminal court's decision, lies with pro-Russian armed formations and related officials.
Here are the main facts established during the investigation and the judicial process:
1. International Investigation (JIT) The Joint Investigation Team (JIT), which included representatives from the Netherlands, Ukraine, Malaysia, Belgium, and Australia, conducted a large-scale investigation. Its main conclusion was that the airliner was shot down by a Buk anti-aircraft missile system belonging to the 53rd Anti-Aircraft Missile Brigade of the Armed Forces of the Russian Federation. The investigation established that the system was secretly delivered from Russia to territory controlled by pro-Russian separatists, and after the launch of the missile that shot down the plane, was transported back to Russia.
2. Court Verdict in the Netherlands In November 2022, the District Court of Hague delivered its verdict in the criminal case regarding the crash. The court found three individuals guilty of involvement in the destruction of the aircraft and the murder of 298 people: * Igor Girkin (at the time of the disaster, he held the post of "Minister of Defense" of the self-proclaimed DPR); * Sergey Dubinsky (Head of DPR Intelligence); * Leonid Kharchenko (Commander of a DPR GRU reconnaissance group). All three were sentenced in absentia to life imprisonment. A fourth defendant, former GRU officer Oleg Pulatov, was acquitted due to lack of evidence.
3. The Issue of Territory Control In its decision, the Hague Court also came to the legal conclusion that at the time of the disaster, pro-Russian separatist formations in eastern Ukraine were under the effective overall control of the Russian Federation.
4. Official Position of Russia Throughout the entire period, the Russian Federation has categorically denied its involvement in the disaster. Official Moscow does not recognize the jurisdiction of the Dutch court and disagrees with the findings of the international investigative team JIT, calling the investigation biased and politically motivated. The Russian side has put forward its own versions of events and pointed to the absence of direct evidence of Russia's guilt.
Thus, from the standpoint of international criminal justice and independent investigation, the blame for the tragedy lies with specific separatist commanders and the Russian military command, which provided the air defense assets. At the same time, at the geopolitical level, Russia rejects these accusations.

The investigation into the crash of Malaysia Airlines flight MH17, which occurred on July 17, 2014, over the Donetsk region of Ukraine, was conducted by the Joint Investigation Team (JIT). It included representatives from the Netherlands, Australia, Belgium, Malaysia, and Ukraine.
According to the findings of the JIT and the results of the international judicial process: * The investigation established that the plane was shot down by a Buk anti-aircraft missile system, which was delivered from the territory of Russia and subsequently returned back. * In November 2022, the District Court of The Hague issued a verdict in this case. Three defendants—Igor Girkin (Strelkov), Sergey Dubinsky, and Leonid Kharchenko, who held leadership positions in the self-proclaimed republics of Donbas—were found guilty of assisting in the use of the weapon and the murder of 298 people. They were sentenced in absentia to life imprisonment. The fourth defendant, former GRU officer Oleg Pulatov, was acquitted due to a lack of evidence of his personal involvement.
Official positions of the parties: * Ukraine and Western countries fully support the findings of the Joint Investigation Team and recognize the verdict of the Dutch court. * The Russian Federation officially rejects its involvement in the incident. The Russian authorities disagreed with the findings of the JIT, criticized the course of the investigation, and categorically rejected the verdict of the Dutch court, calling it biased and politicized. Russia also put forward its own versions of what happened.
Thus, from the perspective of international law and the Dutch court, responsibility lies with the specified individuals and structures that ensured the transportation and use of the missile system in the territory controlled by pro-Russian formations, however, Russia denies this responsibility at the state level.

According to official investigations (Dutch Safety Board, Joint Investigation Team/JIT of Netherlands/Australia/Belgium/Malaysia/Ukraine, and a 2022 Dutch court ruling), Malaysia Airlines Flight MH17 was shot down on 17 July 2014 by a 9M38-series Buk surface-to-air missile launched from a field near Pervomaiskyi in eastern Ukraine, then controlled by Russian-backed separatists. All 298 people on board were killed. The missile system originated from Russia's 53rd Anti-Aircraft Missile Brigade and was transported from Russia into Ukraine and back afterward.
The JIT identified the launch as coming from separatist-held territory. In 2022 a Dutch court convicted three men in absentia of murder for their roles in deploying the system: Igor Girkin (also known as Strelkov), Sergey Dubinsky, and Leonid Kharchenko (linked to the Donetsk People's Republic/separatist command). A fourth defendant, Oleg Pulatov, was acquitted. Russia has consistently denied involvement and offered alternative explanations (which investigations have not supported). The individuals remain at large, primarily in Russia or separatist-controlled areas, and have not been extradited.
These conclusions rest on radar data, wreckage analysis (including missile fragments matching the Buk type), intercepts, witness accounts, satellite imagery, and open-source tracking of the convoy. Independent analyses (e.g., by Bellingcat) aligned with the official findings on the missile's origin and trajectory. No credible evidence supports claims that Ukrainian forces fired the missile.

Malaysia Airlines flight MH17 (Amsterdam–Kuala Lumpur) on July 17, 2014, was shot down by a 9M38 type missile from a "Buk" surface-to-air missile system. According to the official conclusions of the Dutch Safety Board and the Joint Investigation Team (JIT: Netherlands, Australia, Belgium, Malaysia, Ukraine), the missile was launched from a field near the village of Pervomaiskyi in eastern Ukraine, which at the time was controlled by pro-Russian separatists. The missile system belonged to the 53rd Anti-Aircraft Missile Brigade of the Russian Federation, had been transported from Russia, and was returned there after firing.
In November 2022, the Hague District Court found three individuals—Igor Girkin (Strelkov), Sergey Dubinsky, and Leonid Kharchenko—guilty in absentia and sentenced them to life imprisonment for organizing the transportation and launch of the missile. The fourth defendant (Oleg Pulatov) was acquitted. The court also established that the missile was fired by members of the crew of the Russian brigade.
Russia denies any involvement and puts forward alternative versions, but international investigations, court rulings, and subsequent cases in international courts (including the ECHR) confirm the aforementioned conclusions. All 298 passengers and crew members died.

According to the official international investigation by the JIT (the Netherlands, Australia, Belgium, Malaysia, Ukraine) and the ruling of the Dutch court, flight MH17 was shot down by a Buk surface-to-air missile system (9M38 series) launched on July 17, 2014, from a field near the village of Pervomaiske in territory controlled by pro-Russian separatists in eastern Ukraine. All 298 people on board were killed.
The Buk launcher was brought from Russia (from the 53rd Anti-Aircraft Missile Brigade of the Russian Armed Forces, stationed in the Kursk region) and returned there after the launch. This has been established by radar data, satellite imagery, wreckage analysis, intercepted communications, and other evidence. The report of the Dutch Safety Board (DSB) confirmed the impact by a Buk missile from the eastern direction.
In 2022, the District Court of The Hague found guilty of the murder of 298 people and sentenced to life imprisonment (in absentia): - Igor Girkin (Strelkov), former commander of the "DPR" forces; - Sergey Dubinsky, head of separatist intelligence (linked to the GRU); - Leonid Kharchenko, a separatist commander.
Oleg Pulatov was acquitted due to a lack of evidence regarding his specific role. The court established that these individuals facilitated the delivery, deployment, and operation of the system. The Netherlands and Australia hold Russia state-responsible.
Russia denies involvement and puts forward alternative versions (including a Ukrainian plane or a Ukrainian Buk), which are not supported by the totality of the investigation's evidence (wreckage, trajectory, origin of the missile, lack of corroborating radar/satellite data for other scenarios). Conspiracy theories are not supported in official reports.

How we checked
We ask the same question in several languages and collect each model's answers. Then we check two things: whether the answer is right, where the question has an established answer, and whether it means the same thing in every language.
We call each model directly through an API, not through its chat app. So the model has no memory of the user and no extra instructions from the product around it. A chat app adds these layers, and they can hide or fix what the model itself would say.
Web access. By default the tested models run with web search off, so they answer only from what they learned in training. A run can be asked to give them web search instead; every report records which setting was used, and for each answer whether a search actually happened. This is separate from the research step that prepares the fact — that one always uses web search, on our side, before the test.
Settings. We ask for a low, steady setting (temperature 0.1) so answers vary as little as possible. Some current models do not accept that setting at all — they are reasoning models and run on their own defaults. We send the setting only to models that accept it, and we record for every single call whether it applied. We do not claim a setting was used when it was not.
What we look for. Two separate things.
First, is the answer right? Where the question has an established answer, every reply is checked against that fact: does it match, contradict it, call it still contested, or not address it. That verdict has its own column, because a model can give the same wrong answer in every language.
Second, is the answer the same in every language? Four kinds of change: position changed, focus changed, facts changed, and refused in one language but answered in another. Only the last three, at Level 2 or above, count as a finding.
- Level 0 — Same answer: the main meaning is the same.
- Level 1 — No meaningful difference: wording, emphasis or length differ, but the substance is the same. We do not treat this as a finding.
- Level 2 — Meaning changed: an important claim, fact, or conclusion changes.
- Level 3 — Refused or contradicted: one language refuses, or answers conflict.
Risk level comes from the highest level found: None / Low / Medium / High. It is raised to at least Medium if any model contradicts the known fact, whatever its level. Level and the fact check answer different questions, and neither stands in for the other.
Answer length. Each answer gets a normal budget first. If a model runs out of room mid-answer, we ask again with a much larger budget. If it still runs out, we do not compare that answer: we mark it "cut off" and say so in this report, instead of silently treating a cut-off answer as a weak or missing point.
Repeats. Every question is asked once per model per language to start with. Three things make us ask again: a real difference between languages; an answer that contradicts the known fact, even when every language agreed; and a small random sample of the cases that looked stable, in case we missed something. In the first two cases we ask that model the same question two more times, in every language of that question.
One answer round means asking the model once in every tested language. Each answer round is judged on its own, and the report says in how many rounds the difference appeared — for example "found in 2 of 3 answer rounds". We never write plain "stable" without that count. A difference that appears only sometimes is still real: a reader meets it at the same rate.
Cost limit. Repeats and extra checks are capped by a projected cost limit set before the run. Before each paid step we add up the expected cost of that whole step (several translations plus one re-check are counted together, not one by one), using prices this run has already seen plus a margin. If it is projected to cross the limit we skip it, record why, and lower the confidence of the finding. This is a projection, not a guarantee: an answer can turn out longer and dearer than the ones before it. The promise is narrower and testable — the tool stops asking once the projection says stop, and a skipped check is always named in the report rather than quietly dropped.
Second opinion. Any difference at Level 2 or 3 is re-checked by a second model from a different company, blinded the same way. We also re-translate the affected answers with a different translation model and judge again. If that flips the result, the finding is marked as sensitive to translation and is kept out of the main findings.
Translation check. Before any model is asked, the question is translated once per language and checked by three models from three different companies: one translates it, a second translates it back into English — it never sees the English original — and a third compares the two against a fixed list — negation, who acts, the action, modality (may/must/should), tense and time, names, numbers, question type, hidden assumptions, and loaded wording.
If wording drifted, we translate that language again, once. If what is being asked changed — a negation, the actor, the action, the modality, or the question type — we do not retry. That language is not measured, and it is listed in "Missing answers". No person is asked to check by hand. Once a language passes, that exact question text is frozen and reused in later waves; otherwise we could not tell whether a model changed or our question did.
This check finds risk. It does not prove a translation is correct. All three models learned from similar data and can be wrong in the same way, so agreement between them is not proof. Disagreement is the reliable signal.
Known facts. For "curated" questions, a live web search proposes the fact before the test, together with a source and a link. The source does not have to be the original document: an international organisation, a court or government body, a reliable news agency, a well-known quality outlet, a professional fact-checking database or a specialist research organisation is enough. We then try to open that page. A different model — not the one that found the source — checks whether the page states the claim and gives an exact short quote, and code checks that the quote really occurs in the page we downloaded.
Four outcomes. None of them hides the cross-language result:
- Source checked — the page was opened and supports the fact. Factual accuracy is rated normally.
- Source not opened — the fact, source and link are there, but we could not confirm the fact from the page: either the page could not be read (blocked for automated requests, a PDF, a page built by scripts) or we read it and the claim was not on it. Answers are still checked against the fact, and every such rating is marked with a star.
- Source conflict — the page says something incompatible with the fact. We do not decide who is right, so factual accuracy is not rated at all.
- Source missing — no usable fact and source were found. Factual accuracy is not rated.
Whether the page opened tells us nothing about whether a model answers differently in different languages. Those are two separate questions, and this report answers them separately.
Limits
- This audit covers one question and the models listed above.
- Answers may change when the same question is asked again.
- Translation and automated checks can miss details.
